Is it necessary to present a certificate or a test with a negative result to stay at a local accommodation establishment?
Yes. All guests, with the exception of children under the age of 12, must present the Certificate or a negative test result at check-in. This requirement is valid for the entire continental territory, regardless of the level of risk in the municipality where the establishments in question are located. Tourists from the United Kingdom who have a recognized proof of full vaccination for the purpose of entering our country can also present it at check-in. In the event that a client tests positive at the time of check-in at the tourist establishment, the establishment must adopt the measures set out in the contingency plan to detect a positive case, and, if provided for, the guest can stay accommodated in the establishment concerned, provided it is in prophylactic isolation.

Are children required to present a certificate or negative test?
Children under 12 are exempt from presenting a Certificate or test with a negative result.

Do customers of local accommodation establishments, in the housing and apartment modalities with self check-in, have to present the certificate or a negative test?
Yes. Customers of local accommodation establishments in the housing and apartment modalities, which constitute an autonomous, single-family building, or as an autonomous fraction of a building or part of an urban property capable of independent use, must present the Certificate or the test negative, being able to send evidence of the same (document containing the Certificate, laboratory report or proof of self-test carried out before a health or pharmaceutical professional) by email to the owner/manager of the space, before entering the establishment.

Under what conditions is it possible to use the COVID digital certificate, whether for restaurants or for local accommodation establishments?
The EU COVID Digital Certificate is admissible under the following conditions (which can be easily verified through the Pass Covid app):
– Vaccination certificates: only those who certify that the holder has been fully vaccinated by one of the vaccines authorized by the EMA for more than 14 days are admissible.
– Recovery certificates: only those who certify that the carrier recovered from the COVID-19 disease for more than eleven days and less than 180 days are considered valid.
– Test certificates: the disease screening tests that are considered valid for the purpose of issuing the EU COVID Digital Certificate are only those that give rise to a laboratory report – in the case of PCR tests, valid for 72 hours; in the case of rapid antigen tests, valid for 48 hours.

What tests are accepted for both restaurants and tourist accommodation establishments?
4 types of tests are accepted:
1- PCR test, performed within 72 hours prior to presentation;
2- Antigen test with laboratory report, performed within 48 hours prior to submission;
3- Rapid test of antigen in the self-test mode, carried out within 24 hours prior to its presentation in the presence of a health or pharmaceutical professional who certifies its performance and its result;
4- Rapid test of antigen in the self-test mode, carried out at the moment, at the door of the establishment you intend to attend, under verification by those responsible for these spaces.

Is it possible to take a self-test at the pharmacy in order to visit a restaurant or a tourist accommodation establishment?
Yes, as long as it is done in the presence of a professional (from the pharmacy) who certifies that it has been carried out and the respective result. But a self-test can also be purchased, which will be available in supermarkets (in addition to pharmacies and parapharmacies), and be carried out at the door of the establishment, under the supervision of the person responsible.

How to carry out the self-test at the door of a restaurant or tourist accommodation establishment?
The client must take the test at the door of the space or establishment, i.e. outside, under the supervision of a worker of the establishment, to whom the result is displayed. If the test result is negative, the customer can enter and must keep the device with them during the time they are in the establishment for the purpose of display in case of possible inspection.

If a self-test is performed at home, is it allowed to enter restaurants and tourist accommodation establishments?
No. A self-test can be purchased, but it must be used at the entrance of the establishment you intend to attend or before a health or pharmaceutical professional who certifies that it has been carried out and its result.

If you are staying at a hotel or other accommodation establishment, do you need a negative test every time you go to a restaurant?
No, if the citizen has a digital certificate, if a PCR test is performed (validity of the proof is 72 hours), if he chooses to do an antigen test with a laboratory report (in which case a proof with validity will be granted 48 hours), or if you perform a self-test with the certification of a healthcare or pharmaceutical professional (which is valid for 24 hours). It is only necessary to take a new self-test each time you visit a restaurant if you choose the self-test mode carried out at the door of the establishment.

Who will monitor the holding of a certificate or a negative test?
The person responsible for the establishment must ask customers for a Certificate or a test with a negative result. In addition to this validation, there may be inspection by the ASAE (Portuguese Authority for Food and Economic Safety) or by agents of the security forces.

How will the manager of a restaurant or AL validate the certificate?
The Pass Covid application, which allows the reading of Digital Certificates, is now available in all mobile application stores. It will be the application that will inform you of the validity of the presented Certificate. As for the tests, they are validated by displaying the respective result.

Is it possible to enter the interior of a restaurant, while the customer is eating outside, just to go to the toilet or pay?
Yes, it is possible. In this case, the customer does not need to present Certificate or negative test.

If the self-test performed at the door of the establishment is positive, what should the person responsible do?
First, the customer must be prevented from entering. Secondly, the establishment must adopt the measures foreseen in the respective contingency plan to detect a positive case.

Are administrative offenses foreseen for non-compliance with the new rules?
Yes. The fines to be applied are the same as those already provided for so far for any violations of the pandemic containment rules: between 100 and 500 euros, for individuals, and between 1,000 and 10,000 euros, for legal persons.
